The problem is related to Windows-rights. The setup requires access to HKCU\Software\Embarcadero\BDS registry key, and your user account should have a corresponding permission.

Please use the tips below to install and use the Clever Internet Suite library:

1. Add your normal domain-user into the local-admin on the computer (in case if you are in a domain architecture).
2. Make you sure that you installed Delphi using elevated rights.
3. Install Clever Internet Suite using elevated rights.

Alternatively, you can download the latest Clever Internet Suite sources (in case if you purchased a license), and install the library manually.
